I have the honour to inform you that His Excellency Sir Henry A. Blake, Governer and Commander-in-Chief of HongKong and its Dependencies, left this Colony on leave of absence on Wednesday morning, the 4th.instant, and that in accordance with Her Majesty's Dormant Commission dated the 31st.day of January, 1896, I thereafter assumed the administra- tion of the Government, having taken the prescribed saths be- fore His Honour the Chief Justice in the presence of the members of the Executive Council.
